Pretty rich Kip having his ‘representative’ organize a petition and present it to the Union Bay Improvement District Board of Trustees threatening a class action if the board doesn’t give Kip and extension to his EXPIRED 2011 Water Infrastructure Agreement. Sleazy, right?
Don’t forget Kip only has 60 to 100 connections water connections according to the Oct. 2017 Water Treatment Agreement with UBID and the first DAF plant is just about at capacity.

If Kip is covering the cost of their own distribution system – is that included in the the $63 million total? According to Arbour Kip is contributing to the cost of bringing the pipe down – well, how much is that from the developer who has been promising sewage for years that would benefit the landowners of Union Bay?
How fitting, instead of Union Bay and Royston being able to hook into Kip’s sewage system at landowners costs, it turns out landowners are now bringing the sewer down so Kip can hook into it. How great is that?
Kip signed the water treatment agreement with UBID in Oct. 2017. Kip signed a revised MDA with the CVRD Dec. 2017, which stipulated the developer was to build an expandable sewage system. Feb. 2018, Kip applied for the temporary sewage system now referred to in Arbour’s comments to dump 1000 cubic metres treated sewage into Hart/Washer Creek daily Oct. through May.
