Union Bay Improvement District – No Information Available This Year

Looks like we have empire builders occupying UBID again.  What are the priorities?

Why bother with a new website instead of providing the landowners with up to date information?

Last approved minutes posted were from November 2016, from a Board who claims transparency.

The new Admin refused to allow video recording at the last meeting and then went on to advise those present that UBID couldn’t suspend/break their own bylaw after doing just that prior to the meeting starting.  Only in Union Bay!

So if I hadn’t provided the information including videos of the meetings – exactly where are landowners expected to get information?

The new Admin wants to hire a collection agency to recover outstanding parcel taxes and water tolls!  The previous Admin had a plan in place to collect these monies – what is the reasoning for hiring a collection agency – the new Admin is uncomfortable with this aspect of his job?

Now instead of an Administrator we have a Chief Administrative Officer – who bestowed this new title?

The new guy needs to spend his time learning his job – not empire building.  He could start by answering correspondence.

The old website was pretty bare bones but at least you could read it.  A new website with the same limited and outdated information.  Another waste of time ‘playing’.

EDIT July 3, 2017.  Looks like the 2017 board meeting minutes are up.  For those of us who actually read these minutes – you will note two of the pdf’s are identical meaning there is a month actually missing.

Union Bay Improvement District Conflict of Interest Concerns

The following comment was provided by Trustee Susanna Kaljur:

The number of people who signed the petition to dissolve UBID and covert to CVRD was 425.
Unfortunately, as each month goes by I grow increasingly concerned about the competence of the Board majority. The Board training has done little to improve matters.
The latest decision was to “suspend the procedures Bylaw” this turned out to be illegal just as Trustee Elliott and myself predicted. The attempt to suppress free expression and speech is inappropriate for any local government to undertake. The lack of understanding of the fundamental principles of democracy demonstrated by the current majority is alarming.
There is indeed, in my opinion, a conflict of interest with the current Board majority. If one examines the financial benefits which the developer would have gained had the expired 2011 Water Infrastructure Agreement been “enacted” as the Nov. 2016 Board Majority (Loxam, Bitten and Jacques) attempted. Union Bay would have been short $4,450,000 dollars in ‘lost’ revenue due to capital expenditure credits promised to KIP. That is close to $5 million dollars for 500 homes. This is a clear example of conflict of interest. The beneficiary of that decision is KIP not the landowners of Union Bay. Over and over again I see that decisions are made that benefit the developer not the landowner. Even when there is evidence to the contrary from engineers or legal advice or expert reports the current majority blindly believes and acts according the what the developer says. The current Board majority has two masters; the developer and Union Bay. They should only have one; the landowners of Union Bay.
This is a dangerous situation which the landowners will ultimately pay for. I am deeply concerned about the direction the current Board majority is taking Union Bay.

Union Bay Improvement District June 15, 2017 Board of Trustees

You don’t need video to see how dysfunctional this board is and how some of the trustees do not grasp what is being stated.  Ridiculous statements.  They should be embarrassed.  They have no clue about rules/bylaw/policies and read out bylaw 263 and then claim what they read gave them the authority to suspend the audio/video.

The overly sensitive one can’t complete a sentence – just a bunch of scattered thoughts.

Union Bay Improvement District Abusing Bylaw 263

What are these trustees afraid of?  The time expended by a board who claims not to have time for anything other than meeting Island Health’s mandate.  They now are in no hurry to meet the deadline and want to take a couple of months off even though their actions have caused progress to come to a complete halt and we are a full year behind due to their antics with Kensington Island Properties aka 34083 Yukon Inc.

This email did not receive a response or indicate any changes to how the bylaw is enforced.  Ruling by secrecy.

Union Bay – I Believe the Following Proves My Point

The agenda package for tonight contains a letter/petition with 61 signatures.

Where do these people get their information about what is going on in Union Bay?  Can’t be from the website as there is nothing there.  Can’t be from attending the meetings because most of them never bother to attend.  Can’t be from notes taken by their friends because no one takes any notes.  So, they don’t want to be informed and believe they have the right to make sure no one knows more or believes anything different other than what they believe.

Union Bay Improvement District June 15 2017 Board Meeting Agenda

This Board has failed to inform the landowners.  If you think you might find some information on the UBID website as to what is happening without attending the meetings – you are out of luck.

No minutes of the 2017 Board Meetings posted and only one landowners update and it’s JUNE!.

Word has it that the new Admin is attempting to upload the audio of the May 18, 2017 board meeting to the UBID website although he stated in an email to a landowner that he was uploading the ‘video tapes’.

I predict the audio won’t be uploaded to UBID’s website.  The audio will be uploaded to Soundcloud or some other audio hosting site and be embedded or a link will appear on UBID’s website.  Just saying.   So far, I don’t have confidence these people know what they’re doing.

a.  Video and Audio Recording at Public Meetings – Presentation of Landowners Petition.

For the 300  400 plus landowners who signed the petition regarding joining the Regional District will remember how their signatures were simply ignored because some of the trustees were concerned about aspects of the petition – no detail – just allegations.  The board was too busy.

How much time has been spent on this attack on video recording which is in their own Bylaw?  Now they have orchestrated this Delegation who will no doubt receive their undivided attention and consideration.

It will be interesting to see who is heading up this delegation.  Will it be the dolt who did a sing/song to me of “no more video recording” as I left the May 18, 2017 meeting?  Will it be this same dolt who spoke up at the May 18, 2017 meeting after landowners asked Trustee Loxam to use the microphone?  She told the trustee he didn’t need to use the microphone because she could hear fine forcing those who requested the microphone be used to again make the request.

What is this board doing?  Nothing is getting done and they claim deadlines are looming.  Why won’t anyone volunteer for the committees?  When was the last time UBID operated without any input from committees consisting of landowners?

Something is very wrong with this board and green administrator.  This is how disastrous mistakes are made when decisions are based on opinions instead of researched facts.

Here’s the latest on my emails asking to be advised how I have abused the videos as claimed by Trustee Bitten at the May 18, 2017 UBID meeting.  It appears we have gone back in time to pre April 2011 transparency, accountability, etc.
