2017 Another Record Breaking Year for All Things Union Bay

It’s no surprise to me.  Where can you find out what the Union Bay Improvement District is doing?  Can’t count on the limited information available on UBID’s website.  May and June 2016 minutes posted are actually the 2017 minutes.

Sent numerous emails trying to get the Feb. and March 2017 signed minutes posted but instead of correcting the error the administrator reverted both months back to ‘draft’ status and then the Chair advised me the administrator wouldn’t be responding to my correspondence the Chair viewed it as ‘minutiae’.

Facts, accuracy, recording are now ‘minutiae’.  Well, that just about says it all doesn’t it?  These details are trivial according to this board.

This top heavy pro KIP board went behind the backs of the electorate and convinced the Chair to change his vote and pretty well killed the motion put forth and passed because the Chair broke the tie at the November 2017 meeting stating “There is no harm in asking for information.”  So why did the Chair do a 180?  What new information was provided that convinced him that there was harm in asking for information?

Why did these three trustees think they could do this behind the backs of the electorate (over 400) who requested the board approach the CVRD?  They think they can have these Committee of the Whole meetings and not bring the matters forward to a public board meeting.  They don’t know what they’re doing!

When trustee Elliott asked why the recommendation hadn’t been brought forward from the COW meeting the Admin responded that he hadn’t been given one.  Shouldn’t the Administrator know when there is a recommendation at a COW meeting it MUST be brought to a public board meeting?  Again, this Admin has zero government experience and there is no one training him so he is just guessing.

The Admin wanted to charge a landowner $200. for 4 hours of work for a Freedom of Information request retrieving in camera minutes from June and July of 2016 which would have taken mere minutes if he knew what he was doing.  Instead, he complained about how much time it took but them admitted he didn’t know how to handle FOI requests and contacts the FOI office for direction on each request.  The last correspondence he was claiming it was a total of 8 hours!  So, why was he trying to charge the landowner for his incompetence and/or training?

This board hired an Administrator with zero government experience, who has changed his title to CAO, been given a pay raise, is too busy to answer correspondence but can be away from the office for 3 weeks.

This board hired an Administrator when the board themselves didn’t have a clue what the position required and therefore have no idea at this time if he is capable.  I’d like to see him be as efficient and as courteous as Administrator Kevin always was before this Admin bestows a new title.  In my opinion, he’s more like an Admin assistant than an Administrator – forget the CAO crap.  Looks like a plan to pad his resume before the errors start costing landowners money.

From the articles composed by this new reporter I think we are going to have objective and informative articles about what is really going on in this dysfunctional little community.  A welcome change – let’s shine a light on the rot and dispose of it.

Union Bay Improvement District Blatantly Violating Their Own Bylaw 270 – Check Out the Gallery Being Recorded Dec. 14, 2017

December 14, 2017 Union Bay Improvement District Meeting:

You’ll recall all the statements made by Trustee Bitten about the video recording being abused and how indignant he was about people in the gallery being video recorded and that he had received complaints.

The entire Union Bay Improvement District Dec. 14, 2017 is recording 2 women in the gallery/audience and it’s easy to identify who they are. Will Trustee Bitten throw a hissy fit when he sees who is in the video since he views it as a major violation?  The Admin moved the table with the camera on top and positioned it prior to the meeting.  Why did he pull the camera back to include the gallery?

You will note that now the Oct. and Nov. 2017 meetings are no longer available on the UBID website so you can’t go back and view those meetings.  The Union Bay Improvement District Youtube account only displays the Oct. 2017 meeting.

Again, UBID’s video is almost 4 GB!  I reduced the resolution and my file is 578.5 MB. My file is 15% the size of UBID’s.

I doubt anyone is viewing these meetings on a large screen tv which the 4 GB would be intended for.

More Reasons the 17 Minutes of Video Should Not Have Been Erased by Union Bay Improvement District

More info on the Improvement District not understanding what they purchased to video record UBID meetings.  From the November Meeting minutes.

They purchased a GoPro Hero 5 for $549.99 from Bestbuy along with a GoPro 3-way stand and a 128 Gb SD card total:  $884.77

Technology in the hands of those who don’t understand or have a desire to learn leads to errors by those who have not kept up.  Mistakes are made when those in charge fear admitting they are ignorant and continue making new mistakes and never learn.

There is absolutely no excuse or believable reason for erasing any footage of the Union Bay Improvement District meetings.  Look at the info below.  With a GoPro you can automatically upload to the Cloud.  This would mean the videos would be protected from being erased “accidentally” and still be on the SD card.  The webmaster could be given access and the videos could be safely uploaded to Youtube.

Another thing they don’t understand is the resolution.  Their videos are almost 5 Gb and yet they are only going to be viewed on a computer monitor.  It’s wasted time and space and I know it’s because the Admin really doesn’t understand the technology.  They purchased a 128 Gb card – huge.

Copies of the videos should be stored at the UBID office perhaps on a separate hard drive to ensure they are never erased.  Again, those of us with computers know the importance of backing up our data.  How can anyone in a government office not be concerned about documenting, keeping proper records?  If accurate records are not kept it’s because the individual doesn’t care or doesn’t understand their position.

Again, I ask, can this Admin be sent for training?
