NOTE: the feature picture above is the VP of KIP aka UBE referring to the 2010 MDA negotiated between KIP and the CVRD as “clearly states…”, but now it no longer clearly states? What changed? Is there a revision in the 2017 MDA that I missed, because from this FAQ https://drive.google.com/file/d/1h2uIHyBTLCin6x4VuayZ4Q1mwPWIha0v/view?usp=sharing by the CVRD regarding the revisions, has pretty strong language that specifically addresses the sewage questions. That language has all but disappeared and now we’re getting the ‘intent’ of the MDA to allow this developer to renege once again.

This email chain started with a statement left by our Area A Director, Daniel Arbour on the facebook Union Bay Bulletin Board.
Short version: CVRD staff and Area A Director will not answer my 2 questions. Can’t respond unless I meet in person? WTF?

Do you remember in Oct. 2017, the pro kip trustees touting they were building the water treatment plant without raising parcel taxes? These brainiacs never had a financial plan in place and the incompetent admin created budgets without input from the financial administrator he had to hire because he was too busy. Fustercluck.

Like a good little flunky, Trustee Haraldson made a big deal out of his ‘announcement’ on behalf of KIP at the January 2021 UBID Strategic Planning Session. Announces KIP has been awarded their building permits and that they’re going ahead in March with the Discovery Centre. States down the road very shortly there will be a $400,000 cheque coming to UBID which has been in escrow with Jim Youngsgren (sic) for quite a while. Money to go into WTP to pay the loan down.
The facts as of May 18, 2021:
UBID hasn’t received any of the $400,000. Ted announced and building permit not issued yet because KIP hasn’t paid for it and has yet to turn over 6 affordable housing lots and the parks and trails before permit is issued.
Excerpt of May 20, 2021 question period of UBID board meeting. No money yet and that money is CEC’s according to Chair Munro. KIP likes to make a big deal about paying CEC’s as though he’s ‘giving’ something to Union Bay. What other landowner has paid their CEC’s prior to building and wants praise for their contribution?
Here’s another area where bullshit is spread – the Facebook Union Bay Bulletin Board. A bunch of people making statements as facts with zero evidence to back up their bullshit.
If nothing else, it’s good for a laugh when Area A Director Daniel Arbour pops up when someone mentions contacting him and he states “he will ask staff of CVRD to provide more information on this, from our perspective, and to post it on our Union Bay Estates sub-page.” And poof – that’s it for him and don’t bother clicking on the link as there is no news regarding the retroactive gravel/sand pit application. It’s his standard response – will get more info from staff because he can’t answer questions.

EDIT May 26, 2021: I submitted my opposition by email to: SouthwestMinesDivision@gov.bc.ca which was posted in the ad in the Record, and cc’d firstname.lastname@example.org email@example.com firstname.lastname@example.org Melanie.Mark.MLA@leg.bc.ca today and received a confirmation from Rue Pope, Authorizations Administrator, Ministry of Entry, Mines & Low Carbon Innovation.
I also included the photo above which shows how close the pit is to Union Bay homes. Feel free to include it in your letter.

KIP not approved yet for the larger system which would be the dumping of 1875 Cubic metres of treated sewage daily into Hart/Washer Creek. KIP has approval for a ‘holding tank’ for the Discovery Centre.
KIP still hasn’t paid the fees for the building permit for the Discovery Centre, hasn’t turned over the 6 affordable housing lots, and hasn’t turned over the Parks and Trails.
