Where are all the improvements Deep Water Recovery claims to reduce the Administrative Penalty?

So where is the asphalt berm? Where’s the water treatment system? Surface water has intentionally been diverted away from any filtration system. Where’s the evidence the sumps were excavated, cleaned and lined? The removal of the “wood pile” aka berm was simply moved from one location to another.
