Did you know that shipbreaking and large vessel refits (over 500GT) in British Columbia can operate with NO environmental permit requirements? This means outdated ships—often full of toxic materials like asbestos, heavy metals, oil sludge, and PCBs—can be dismantled or repaired without oversight, threatening our marine environment, coastal communities, and workers.
Why Should Shipbreaking & Vessel Refits Require a Permit?
Prevent Toxic Pollution – Old vessels contain hazardous waste that can leak into our land and waterways, contaminating BC’s marine ecosystems, fisheries, and coastal communities. Without proper controls, these toxins jeopardize ocean health and biodiversity.
Protect Worker & Public Health – Shipbreaking and large-scale refits expose workers and nearby communities to carcinogenic materials like asbestos and lead paint. Without regulation, there are no enforceable safety standards for handling and disposal.
Ensure Industry Accountability – Without permits, there are no guarantees that operators will properly manage hazardous waste, control emissions, or clean up contamination. Irresponsible dismantling could leave behind environmental damage—costing taxpayers millions in remediation.
Align BC with Global Standards – Many countries regulate shipbreaking under international laws like the Hong Kong International Convention for Safe Ship Recycling and the Basel Convention on Hazardous Waste. Why is BC behind? A permit system would bring us in line with international best practices and set an example for responsible ship recycling in North America.
We are calling on the Canadian and BC Government, conservation groups, ocean protection organizations, and marine industry leaders like Seaspan and the shipping sector to support a permit system for shipbreaking and large vessel refits.
BC is a global leader in marine industries, sustainable shipping, and ocean conservation—it’s time our policies reflected that. A mandatory permit system would ensure shipbreaking and vessel refits are conducted safely, responsibly, and sustainably.
Our coastal waters, marine industries, and future generations depend on it. Let’s work together for safe, sustainable, and responsible ship recycling in BC.
