Why isn’t the Oct. 9, letter from the Ministry posted on Union Bay Improvement District website?

I copied this from Susanna Kaljur’s blog mid October. Why isn’t it posted on UBID’s website? Perhaps the admin doesn’t like what the ministry stated regarding staff.
