Why is it that KIP seems to have a problem abiding by agreements? Is this a version of project splitting?

The green below is the first phase of Parks and Trails – so the green to the West of the highway is now owned by the CVRD. KIP hasn’t turned over the green east of the highway, so ole slick can still kick you out of there on your way to the coal hill.
