This moron is mooning someone he doesn’t like, it could be an expression of disrespect, anger, or an attempt to provoke a reaction. It might also be a misguided attempt at humor, though it’s very offensive. Such behavior often stems from immaturity or a desire to assert dominance in a negative way. He needs psychiatric help. It should be reported to the RCMP. If they don’t stop this behaviour, you should put in a complaint about them. I don’t think this would be tolerated anywhere else.
