34083 Yukon Inc. aka Kensington Island Properties – Why $1.4 (depending on what you read)?

How did the UBID Trustees negotiate the WIA with 34083 Yukon Inc in 2011?  What did they ask for before arriving at the $l.4 Million (figure keeps changing) dollar amount?

Why $1.4 Million – where did that particular figure come from?

At $8,900. per lot times 150 lots equals $1,335,000. and yet the expired Water Infrastructure Agreement allowed 500.  Why wasn’t the figure $4,450,000.?
